I worked for the DVA and then Homeland Security when I lived in D.C. (and actually did work) and a good 70% of people did absolutely nothing all day. Complained about the coffee or someone (me) having a 'window seat' in a cubicle literally facing away from it. The Chief HR guy used to tell me it's impossible to fire these people, so everyone would be moved to different buildings or positions over and over. These people back during the Bush Admin were making like 80 to 120k a year, showing up late...listening to music without headphones, frolicing about the mess hall and office doing jack shit.
