Because shredding paper is such old tech cover up! Even HRC knew to smash her phones with a hammer . . . Not that anything came from that, one of her many felonies.
Maybe a physical "paper trail" would make the investigation easier? But no, I think the electronic files would be easier . . . to search etc.
