I can actually see how it could be comms, like you are suggesting. Or simply a series of numbers used to identify a particular batch of satellites and a particular launch. Or a simple identification number for a batch of satellites, like a serial number, or a product number. So many possibilities that don't involve satanic rituals in the SpaceX conference room.
