How can you convict someone of statutory rape when this woman was using a real state of Florida driver’s license to present as being of age?

If the alleged victim has a valid state ID showing that they are not a minor, then the identity of the person should be public knowledge. So who is the woman?

That's true. I agree. If someone shows you a valid id and said he she is of age. You cannot tell.
