It is heartbreaking to think that many of the children have come to harm even though white hats have known about it; to track and collect data they probably had to just watch some of the children without interfering, since all levels of the system are corrupt and notifying athorities doesn't do smack when everything gets swept under the rug if the perpetrator is someone that has some value to some other crook.
I could never have such a "job"; keeping track of some kid without interfering but I guess that many have been saved along the way without media and public knowledge.
presently, the operating mode is to accept that most come to harm, so that there is a future where none come to harm. someone decides the goal metrics. actuarial types, probably.
