He has been the puppet of his ukro-Nazi oligarchs and understands he is dead if he crosses them. They would know if he tries to flee. I don't see how he has a way "out" of this. He might possibly agree to meet somewhere out of Ukraine, and there surrender to and take refuge in a U.S. embassy, but I have to wonder if his family is hostage.
