What if Hunter flipped a long time ago and was instrumental in the execution of the plan? If that was the case would this be the best way to give him his end of "the deal" without tipping off the mid-low to low level cabal that still remains? Most actions of the resident in the past year or two seem to play more and more in the good guys favor in one way or another so I don't think it is that much of a stretch to see this as the motive or at least a motive.
