I asked about this earlier. Can you pardon treason? Is this saying no you can not?

The US president cannot pardon treason against a state. That is a state crime, and only the state governor can issue a pardon for that offense, if their state constitution allows for it.

There is no prohibition against a presidential pardon for federal treason. The only thing the Constitution specifically states is that a pardon can not override an impeachment.
