Only three 'provinces' could achieve Statehood without a Constitutional amendment (according to your Articles of Confederation): Newfoundland (including Labrador), Acadia (the Maritimes), and the "province of Canada" (Quebec). These pre-existing British American Colonies were granted a passport to manifest destiny.
