"Was Comey truly deep state? Why on earth did he reopen the Clinton Emails case directly before the 2016 election"

I have never, ever understood this! In fact I was thinking about it the other day, and wondering why he did this. Apparently a move that may have "cost her the election" (as the saying goes).
