I don't see any problem with putting 70% of elected politicians in jail... why cut deals to let people "walk away" if the corruption is so serious? I don't get it...

Probably because these people are powerfully connected and can instigate serious violence upon the civilian population if they were to become cornered dogs. Look what they did in 2020 (riots, ect) and their lives were not on the line. This looks like a controlled takedown without the violence.
