Yes, a semi-auto relies on the pistol's recoil to cycle it properly. A "limp wrist" can cause it to not cycle, as can anything that interferes with the way it is designed to operate. Most manufactured suppressors take that into account and are made of lightweight materials for that reason. So I am making an educated guess that the gunman was using a homemade suppressor made of steel pipe or some other heavy material, PLUS it looks rather long, adding to the weight. It looks like its easily longer than the pistol itself, so added weight and throwing it off balance.
Also, watching a second and third time, it seems to be a "short stroke" slide, so I'm wondering if it was a small caliber like a .22, possibly a .32 or 9mm, as it did not take much power to hand-cycle the thing. Have to consider the presence of mind the shooter used to do that, but he'd probably rehearsed it several times before the actual shooting, and knew to expect that necessity.
My .22 pistol won’t cycle when I use shot shells for mice and moles in the yard so I need to manually cycle the slide. After years doing it it’s second nature. So it does take training/practice.
