So they have funds to buy the homes, but no funds to help rebuild the homes. Got it.

Civil servants are parasites that don’t work for their citizens interests, they are obviously bought and sold whores who are hoping for a future high paying job in Blackrock etc.

They just need to do some dirty work first to prove their loyalty.

It's about flood plains. They want people to elevate their houses or rebuild at least 2 feet above the flood plain. Or they can just sell.
