In a way, it is an admission.

You break it, you buy it.

But they don't always. Libya is still a mess, although the Russians and Chinese are helping, now.

So the other motive, or opportunity, is the OIL and Wheat. Gotta keep them going. Throw in some Humanitarian Aid, and maybe a Hospital, for the locals. That has been the business model for several centuries.
