Yup. I e never seen anything like this, if it wasn't from a 12 year old at the jr high A/V club.

Almost like a message is being sent.

Like they want someone special out there to think to himself "that's not centered, he needs to be put dead center in the crosshairs"

I was thinking it was just because of the babe behind Rand Paul. Rand would actually move out of frame occasionally, but the camera never moved. It stayed steady, locked on keeping her in the left portion of the frame.
