For me only answer that I have found plausible... is just my opinion I realize...but if you are aware of the concept of the Judas Goat it is possible he allowed the partisans a free hand to cross the line and it exposed the bad eggs amongst the rank and file and he did lead them to where they are today. He just didn't wear his bell and chew on burlap. If I am wrong then let'em swing.
