One commentor on this article made a good point that Kentucky has a democratic governor so don't be too quick to write him off yet as a known RINO is better then a cherry picked piece of DNC crap at the moment being only logic.
This is exactly what I came here to ask. It's kinda b.s. I think if someone leaves a seat, there needs to be a special election. It makes no sense that one person has 100% say on who gets that seat.

Article I, Section 2, Clause 4 is for a vacant House seat, which is settled by Special Election.
17th Amendment allows the executive authority of the state to issue writs of election to fill the vacancy until the next election occurs.
