We have the ability to track and monitor and to down or capture them relatively easy employing the many different systems employed. I've witness said systems in action and know for a fact they work.
So with the systems being DoD assets hunting for rogue UAPs makes sense as to why the secrecy or reluctance to be transparent in order to maintain control over chaos.
