Another poster posted this along with a theory. Night ops dont attract as much attention and also there is significantly less signal interference at night (less phones, etc). So they can fly lower, longer, with less eyes on. Govt Drones serve two purposes, blowing stuff up or recon. These are flying with lights on. They're looking for something and the drones are flying in an aerial grid to systematically sweep and area. The govt isn't interfering because it's a govt op.
Two guesses what they're looking for: released bio agents or possible Uranium 1 material or other nuclear material. U1 is a great candidate because we already know the signature.

That might very well be the case. Nobody has seen these close up, probably because opsec.
