What the hell is a “manned drone”?
Either it is a remotely piloted vehicle (RPV - drone) or it is an aircraft.

I think they mean manned small aircraft that use quadcopter drone like hardware and tech. I’ve seen some with 8 motors, vertical take off. Just think of a scaled up drone with a cockpit that can lift and fly a person.
