TLDR: Chip Roy wanted cuts, Trump wants to eliminate the debt ceiling for 2 years.

Trump's plan included many spending increases and some cuts while the Freedom Caucus wants cuts all around. Democrats and normie Republicans favored the original bill which included mostly spending increases all around and also increased Congressional salaries (among tons of other things).
