Because it happened on a military base doesn't make it the military. People who have offices in u.s.bases. NSA, CIA, FBI, ATF and by now who knows who else's does. I happen to know trump had the fbi and CIA kicked out of a Scif in 2018 on a specops compound on a west coast base.
