Who has the most citizens on that island? I think America has a military base or two on it, fully staffed so I say based on population numbers alone, America ought to take ownership of it. Then ship illegals to the island until their cases can be heard. (also provide them with one way ship transport back to their home countries if so requested). I doubt they would like the harsh winters too much.
