their argument to remove H1B visa limits is to bring in the "best and brightest" from other countries.

future tense...

"best and brightest" are not brought in using H1B.

and I find that to be a false dichotomy. Using Tax deductions isn't equivalent to Tech companies laying off thousand and replacing them with 3rd world indentured servants.
