I have read a set of Kipling's Works and this summary is not what I would have expected.
He told of laziness and chicanery, sometimes with humor, but that was a long time ago. He also said "You're a better man than I am, Gunga Din."
India was really a hard assignment for the Brits. The heat was deadly, along with diseases. There were long, remote postings. The officials and officers led a high social life. Gin, balls, courting, etc. in what seemed to be a boring existence.
The Brits established the railroads and telegraph lines, with native labor, and taught them how to operate such systems.
No wonder it was called "The White man's burden."
