"Directed Energy Weapons" is the cover story. The reality is "CIA Smart Dust". Havana was a test.

Smartdust is a type of semiconductor so small it floats in the air like dust. You breathe it in or ingest it and over time it starts building up in your brain. There are twenty years of articles and data online explaining it.
