Context for the picture is certification to be held on Monday. Fleeing is normally related to a location/city/state/country. Not buildings. Everybody knows the difference between Capitol and capital. Pretty sure GP author is well trained in grammar to be able to have a job there. I am not a grammar expert, I make plenty of mistakes, but this isn't one. I'd be happy to admit if there is one, just providing proper reasoning to your complaint.

Fair enough response re "fleeing the capital (of the United States)".
"Everybody knows the difference between Capitol and capital." - I would say less than 10% of the public knows the difference.
