Canada does this all the time. Emergency act for example. Totally illegal but done anyway in your face dare you take me to court in 2-5 years. They always get what they want immediatley right or wrong and then you have to pay to go to take them to court. They will collect this illegal tax money until it is ruled down which could takes years and years.
