Glad you upvoted this one, I wandered over and noticed the word play on water and delta: in California “water” flows into “the Delta” (snow melt from the mountains into Sacramento River and the “delta region” near the San Fran. Bay = part of the reservoir debate.

Some years a drought occurs, but in the past couple of years this could have filled up more and have helped with the water allocation.
