As a retired grant writer, I can assure you that EVERY federal grant comes with a rigid set of prerequisites, conditions and rules concerning how the grant $$ is spent. To give CA $$ without any conditions at all would be highly outside standard federal practice.

We certainly should provide federal $$ to help residences and businesses rebuild from this disaster, but it should be conditioned on the State of CA adopting land management best practices - like controlled burns, prioritizing people over endangered species, and insuring that their fire suppression practices can actually suppress a major fire.

Remember that it was CA's outlandish requirements that caused the insurance companies to decline to renew homeowner's insurance policies in the areas that burned. And where are the new reservoirs that the people funded? They are nowhere to be found. The state needs to make major changes.
