In PA when I moved there I thought it was a great deal to get ~$36/year for vehicle registration as opposed to the ~$150/year I was averaging. Until I found you have to have your over 3 year old vehicles "inspected by an authorized mechanic" every year before your registration (very hilly area, good brakes are a must). If you had a tail light out and decided to do it yourself instead of the place doing the inspection, the inspector noted that as soon as you left his shop, you would have to pay for another inspection for the $5 light bulb you replaced by yourself.
I'll never forget the poor older man nearby who found out he needed $2k worth of brake work on his old truck. As he walked out, he put his hands together and half-jokingly said "Alms for the poor??".
