I think this is a brilliant connection. You could be totally correct.

The Plan […] We seal indictment up… […] How do we hide arrests of the lowest on the totem pole? Option xyz We arrest millions of illegals at the same time to avoid people knowing full extent of the unsealing.

That would be very plausible part of a military plan.
