The only money we are "drawing away" from poorer countries is our own. This article makes it sound as if we're robbing underdeveloped nations of what's rightfully theirs.
Oh, and the reason Romania is so poor is that it was ruled by an insane communist dictatorship that relentlessly destroyed the Romanian economy until the people finally had enough and overtrew them in a violent rvolution.
