I wouldn't let them near vulnerable Seniors ever again. Let people who choose that occupation do that task. The near future will have a lot of Boomers entering assisted Living. They are also carrying the most wealth in the history of Humanity. I'd build Assisted living Cities that grow on this resource that over time will be converted to regular Cities. Have the children growing up in the City visit the Seniors. Make the experience an exceptional end of life for the Senior and a familiar and cherished beginning for the future Generations. A new City built that cares for the Elders. It would be a Massive success.
