Your kitchens idea touches the heartstrings, just not enough for people to open their wallets, otherwise they'd already be in existance. You want to 'do good' in the world? More power to ya. Put in your own time, put up your own money. If your idea is good, and enough people think the same, you'll prosper. When 'good' ideas fail, is when well-meaning people lean on weak politicians to fund ideas not enough regular people will go for.
Speaking for myself, I will fight any attempt to piss away my tax dollars on boondoggles like that. Get popular support from the local community(ies), or find something else. It's not a gov't problem.
