When the constitution was written over 200 years ago, the term regulated meant something was in good order. The term still means that in biology when they speak of a regulated system. There has been a deliberate effort to change the language and redefine the word by associating it with rules or government oversight. Presumably this is to one day claim that the intent of 2A was for the government to closely oversee and militias.
