I think it was referring to airport Terminal #2 at PVG (Shanghai Pudong International Airport ) and possibly the route that Edward Snowden took to seek protection in Russia.
Terminal #2 is used by United Airlines.
If " @ [E] " is referring to a gate, I have no idea how we would verify if someone traveled through that gate. It might just be a way to let someone know that they were being watched the whole way.
