And we had a Republican majority House and Senate. Paul Ryan is largely to blame. He was closely tied to the Chamber of Conmerce and when he left Congress he made sure to mention all he had done for them. Many Republican Congresspeopke didn't run for re-election in 2018 which was part of the reason Dems gained control. They wanted to sabotage Trump
