For all the MIC folks who love to wargame strategies and scenarios and outcomes, this one is a doozy. How do you release thousands(?) of names when each individual name can destroy a country, topple a royal dynastic line, wipe out a media empire, or bring about angry mobs with not just pitchforks and torches but molotovs, firearms, and the rage to use both in furtherance of their grievances?

Carefully.

I think starting with the small-fry first and building up to princes, prime-ministers and house-hold names. Because its easier to inspire our enemies to such mindless terror by taking out minions first that they destroy themselves rather than go from their opulent life to being hunted down in public like an animal that needs destroying.
