Step 1. Make audio recordings of the megaphone announcements.

Step 2. Distribute the recordings online to the public. Bonus points if there are multiple recordings, or those recordings are edited to sound different.

Step 3. Drive around in cars (or from other locations) while replaying the recorded audio on loud speakers.

Make them run. Cry wolf to psych them into complacency.
