I believe the difference is that the protestors outside are not members of Congress, who up until recently, are supposed to act with a certain amount of respect to the office of President. Wasn't Lance just exercising his free speech by grabbing her sign?
Well, protesting doesn't mean it's a disturbance or disrespectful. I assume that's why she didn't get ejected for her speech alongside the other people that held up signs in silent protest vs the guy that did stand up and started yelling got ejected. So decorum is something but I don't think that's justification here. Additionally, he is not in the job of enforcing decorum. It appears he just didn't like what the sign said and in that situation he should've just delt with it. Not to mention he almost hit Trump with the sign when he tossed it. To me, the sign was not different than any of the other signs the dems had.
And no, him grabbing her sign was not an act of his speech. Could try to argue it but the "grabbing" part might be a difficult hurdle to overcome.
Free speech can be demonstrative rather than the use of words. I believe his grabbing the sign was a message against her disrespect of the President in the hallowed halls of Congress.
These traditions they have make these people quite full of themselves and they are all supposed to be good examples of American values to the world.

I highly doubt if it had been a man holding that sign he'd have snatched it like that. The optics for this are terrible. The deeper the divide and the longer it lasts, the more likely it will be for more people, on both sides, taking measures into their own hands.
We need to unify as a nation. Enough is enough.
