I noticed this too, as a Missourian. I suspect there are certain states that have been brought on board to construct this plan, we seem to be right in the thick of it. It's hard for me to believe that these pols are on our side but it does seem that way. I didn't realize this but Baily is former military and served in Iraq during the war. This is another, "the only way is the military".
