Building a nuclear weapons program is VERY expensive, maintenance is also very expensive, time consuming, and requires technical expertise that most of the world doesn't have. They would be starting from scratch, have to build the refinement facilities, storage facilities, hire staff to man everything, test everything... and so on.
It's a daunting technical and financial task. How many years -- or decades -- has Iran been trying to build a nuclear weapons program? How long did it take North Korea to develop their program? A long, long time, and a LOT of money.
I doubt that Canada has the means or the will to actually develop a nuclear weapons program, so this is just empty rhetoric for home consumption.
