The effect of a meme is to convey its message / punch visually. A picture is worth more than words.

A cartoon that cannot be understood is not a meme!

A meme that conveys truth is effective because it hits the brain through the image, NOT words. The meme viewer gets the truth, and cannot unsee it!

I appreciate the commenters who described what it probably means.

This cartoon is NOT truth. The US did not "change sides" and is not "kissing up to" the "Russian shark". PLUS the understood image is the Russian Bear, not a shark. OH WELL!
