Arrests for stealing tax payer money?

Seems like DOGE discovered some straight up theft by funneling money into "NGOs".

If this is straight up theft, can't they track down who in the government issued these payments originally? Or is that obfuscated?

Will we see arrests? Or is there some legal loophole they can hide behind? Kash Patel can investigate these crimes, right?
