But just read this description of Seward and tell me it's not obvious:

Seward was born into the Elite of NYC. He was trained intensively in Lawfare from a very young age. He espoused lifelong liberalism, the federal control of Washington DC over the states, supported the organisation of the World Bank/Economic Forum, and was elected with fake, illegaly counted ballots.
I could find nothing about illegally counted ballots nor any support for a world bank or economic forum by Seward.
Seward opposed slavery throughout his life and gave passionate anti-slavery speeches during his political career. His wife, Francis, was an ardent Abolitionist. Their Auburn home was part of the Underground Railroad. This doesn't seem to be what a Cabal member would be a part of. The Cabal seeks to enslave the world to their will, not free it.
Seward supported immigration and education, most notably, he championed the cause of Irish children getting formal education when the Irish were treated much worse than slaves. He did the same for Catholics who opposed Protestant schools.
Seward also believed in territory expansion for America but was opposed to expanding slavery in those territories, his work to acquire new territories occurred after the Civil War where slavery, of course, was abolished. The Alaska purchase is what he is most remembered for.
Seward was also involved with the conservative political factions of the time. The Anti-Mason, Whig and Republican parties. He was also a target of the assassination plot that included Abe Lincoln and Johnson. He barely survived the vicious attack and went on to continue to serve as SoS until he retired.
