Wouldn't you have to bust them for employing illegals in the first place (the raids) in order for the hierarchy to be busted?

No. The point is if anyone who employs illegals is seriously punished then people will stop doing it. And there are fewer employers to bust than illegals.

But it may be true you need the raids to gather evidence, etc
