It says something like you have to be a "tax netpayer" and "make more than $40,000" a year. A bit disheartening if that's true, there's lots of hardworking Americans who dont make that much, that still need it :(

People that get more back in taxes than they actually pay in are the most deserving? How is that? Seems like those people have already received a benefit from the tax program in the form of financial gain, a luxury that net taxpayers have not had
I don't know how all that works. But, Elon said "every tax payer," not "certain tax payers."
