It says something like you have to be a "tax netpayer" and "make more than $40,000" a year. A bit disheartening if that's true, there's lots of hardworking Americans who dont make that much, that still need it :(

That is nuts. Excludes those who need it most of all. Like all seniors on Social Security, disability, and tax-filers who are barely getting by. You may have no idea how little money comes into the households of most families right now.
