It says something like you have to be a "tax netpayer" and "make more than $40,000" a year. A bit disheartening if that's true, there's lots of hardworking Americans who dont make that much, that still need it :(
and wtf does a "net taxpayer" even mean?
im not sure if i qualify. every single paycheck ive made every month for years has had taxes taken out. and i never really got much back when filing. does that mean i qualify for the refund?
